If the Site Restriction flag is set, it will restrict the parts that are displayed in the Parts drop down list on Add/Edit Tickets to only display parts that are available at the related user site.
In this example, this part has available parts at QAHS site therefore it will be available in the parts drop down on the Add/Edit Tickets.
